Pennsylvania Grant Programs
Pennsylvania Commission on Crime and Delinquency (PCCD) Legal Standing Video Project Competitive Solicitation – The goal and objective of the Legal Standing Video Project is to develop an 8-10-minute video that focuses on what legal standing means for victims of crime and highlight the responsibilities that law enforcement, judges, prosecutors, and defense attorneys have in supporting this right. This video will be used for education and training purposes. Eligibility of these funds is open to any potential applicant who can produce this video. Applicants must be in good standing with PCCD to be eligible for these funds. The applicant and recipient agencies’ historical success in implementing PCCD-funded programs/initiatives that met their intended goals will be considered in the review process. Pennsylvania Commission on Crime and Delinquency (PCCD) Juvenile Defender Training Initiative – The primary purpose of this initiative is to provide training and technical assistance to juvenile defenders working in the Commonwealth. Funding is available to any organization that can demonstrate the ability to provide training and technical assistance to juvenile defenders across the Commonwealth of Pennsylvania and is in good standing with PCCD. Eligibility for these funds is open to any organization that can demonstrate the ability to provide training and technical assistance to juvenile defenders in Pennsylvania. Pennsylvania Department of Labor & Industry (L&I) Building and Supporting a Certified Teacher Apprenticeship Program – Eligible applicants include a Pennsylvania-based entity/individual with extensive knowledge of Pennsylvania’s education system, including specific teaching certification and credentialing requirements. Applicants must be able to offer the expertise needed to understand legislative requirements in Pennsylvania and be able to bring partners and stakeholders, such as secondary and post-secondary education institutions, together and encourage collaboration during the program development process. Allegheny County Community Development Block Grant CDBG 2024 (Year 50) – Community Development Block Grants (CDBG) are available for eligible economic development, municipal public improvements, housing development projects, and programs for 2024 (Year 50), the period of July 1, 2024 – June 30, 2025. CDBG projects are funded by the U. S. Department of Housing & Urban Development (HUD). Pre-Application Deadline: September 16, 2023. Full Application Deadline: November 17, 2023. Pennsylvania Commission on Crime and Delinquency (PCCD) COVID Mitigation for Counties – This initiative is in partnership with the Pennsylvania Department of Health through a federal appropriation from the U.S. Centers for Disease Control and Prevention. Funds will support the detection and mitigation of COVID-19 through the performance of testing and analysis for staff and inmates of facilities. This funding is available to 66 Pennsylvania counties. CJABs will be responsible for coordinating the application for their county and local confinement facilities, as funding is limited to that purpose. Deadline: September 19, 2023. Pennsylvania Commission on Crime and Delinquency (PCCD) 2024-25 Medical Marijuana Act Enforcement – This initiative will support the emerging issues that law enforcement faces or will face related to the enforcement of this Act. Under this solicitation, eligible activities include, but are not limited to, Drug Recognition Experts’ training; education, training, and awareness programs; and other enforcement activities outlined within the funding announcement. Eligibility for these funds is open to municipalities and regional police departments proposing to implement projects and programs that address the enforcement of the Medical Marijuana Act. Allegheny County Gaming Economic Development Tourism Fund (GEDTF) Grant – This grant allow municipalities, authorities, councils of government (COGs), and non-profit and for-profit businesses to carry out significant economic development for current and future use. Administered by the Redevelopment Authority of Allegheny County (RAAC), these grants provide financial assistance to entities to facilitate economic development projects in Allegheny County. Eligible activities include: projects that promote local economic activity and create and/or retain jobs; projects that improve or create infrastructure; workforce development projects; projects that improve or create civic, cultural, or recreational activities or facilities; projects that promote the safety of affected communities; and projects that improve the quality of life in the affected communities. Pennsylvania Commission on Crime and Delinquency (PCCD) Statewide Human Trafficking Resources Coordination Project – There is the availability of up to $250,000 in state funding for the Statewide Human Trafficking Resources Coordination Project. State and local government agencies and non-profit organizations, including colleges and universities, are eligible to apply for a 30-month project beginning January 1, 2024. Under this solicitation, funds are being made available to identify and support one non-profit, governmental, or higher education organization to act as the Commonwealth’s Human Trafficking Resource for coordination of information, training, and resources. Pennsylvania Department of Agriculture (DOA) Agriculture and Youth Grant Program – This program provides direct grants and matching grants to help fund eligible projects, programs and equipment purchases conducted or made by an organization composed mainly of youth, or an organization with programs that benefit youth, and organized to promote development in the areas of agriculture, community leadership, vocational training and peer fellowship. Pennsylvania Department of Labor & Industry (L&I) Industry Partnership (IP) Grant – Eligible applicants include local workforce development boards, non-profit and non-governmental organizations, community-based organizations, educational and post-secondary educational organizations, labor organizations, business associations, and economic development entities. The applicant(s) must be capable of bringing together relevant partners to achieve the overall project goals of this NGA. Additionally, the lead applicant must demonstrate the ability to coordinate the project design and implementation of the project, manage the project budget, and implement a strategy to collect, analyze, and report performance outcomes. For all lead applicants other than local workforce development boards, the lead applicant must demonstrate engagement with the local workforce development board. The goal of this grant opportunity is to increase regional collaboration to support business needs within an industry sector. Applicants must create a clear plan to evaluate the effectiveness of their proposed strategies to address business identified priorities. Deadline: September 29, 2023. Pennsylvania Commission on Crime and Delinquency (PCCD) 2023 NCA Member Child Advocacy Centers – The goal of the 2023 NCA Member CAC Solicitation is to provide funding to any Pennsylvania-based accredited, associate, affiliate, or accredited satellite CAC member of the NCA to help expand, improve, or continue the services provided to victims of child sexual abuse and child abuse. Eligibility of these funds is open to all NCA accredited, associate, affiliate, and accredited satellite CACs as of May 23, 2023. Applicants must be in good standing with PCCD to be eligible for these funds.1 The applicant and recipient agencies’ historical success in implementing PCCD-funded programs/initiatives that met their intended goals will be considered in the review process. DCED Local Share Account (LSA) – Category 4 Facilities Program (Berks, Cumberland, Westmoreland, and York Counties) – The PA Race Horse Development and Gaming Act (Act 2004-71), as amended, provides for the distribution of gaming revenues from Category 4 licensed facilities through the Commonwealth Financing Authority (CFA) to support projects in the public interest within the host counties. Projects in the public interest. Projects that improve the quality of life of citizens in the community. Eligible projects must be owned and maintained by an eligible applicant or a nonprofit organization and be located within a county hosting a Category 4 licensed gaming facility. DCED Local Share Account (LSA) – Monroe County – LSA funds may be used for economic development, community development and public interest projects in Monroe County and the following counties contiguous to: Carbon, Lackawanna, Northampton, Pike and Wayne. See program guidelines for specific eligible uses of funds. Eligible applicants include any municipality in Monroe County, as well as those counties and municipalities contiguous to Monroe County. Pennsylvania Department of Agriculture (DOA) Highly Pathogenic Avian Influenza Recovery Reimbursement Grant – The Highly Pathogenic Avian Influenza (HPAI) Recovery Reimbursement Grant program is administered by the Pennsylvania Department of Agriculture to provide reimbursement to farms, integrators, and allied industries directly impacted by HPAI by suffering demonstrable financial losses due to inclusion in a control or quarantine zone. Pennsylvania Department of Environmental Protection (DEP) Environmental Education Grants – This program welcomes applications for the development of innovative formal and non-formal environmental education projects that: 1) Address grant program priorities; 2) Provide opportunities to expand the public’s understanding of Pennsylvania’s environmental issues; and 3) Develop skills required to make informed decisions and take responsible action on behalf of the environment. Pennsylvania Council On The Arts Creative Communities Initiative – This program provides multi-year funding for place-based, community-driven, arts-based projects that serve as catalysts for social cohesion, livability, and community and economic development. Commonly referred to as creative placemaking, these projects are rooted in deep community engagement and authentically engage artists, culture bearers, designers, and community members through conversation, cultivation, and creation activities to address community needs, challenges, and opportunities. Pennsylvania Department of Environmental Protection (DEP) Alternative Fuels Incentive Grants – This program has approximately $3 million in funding available to school districts, municipalities, nonprofit organizations, and businesses in Pennsylvania that want to transition to cleaner fuel transportation. Pennsylvania Housing Finance Agency (PHFA) Housing Options Grant Program – Non-profits and developers. Funds can be used to help continue affordable housing production in the Commonwealth of Pennsylvania. Deadline: All grants should be awarded no later than December 31, 2024. Pennsylvania Fish and Boat Commission Pumpout Grant Program – Clean Vessel Act grant funds are available to both the public and private sector. This includes all local governmental entities and private businesses that own and operate boating facilities. To participate in this program, the pumpout stations must be open to the general boating public. The Grant will reimburse recipients for up to 75% of the installation cost of pumpout and dump stations. This includes the cost of new equipment, or the renovation or upgrading of existing equipment, as well as necessary pumps, piping, fitting, lift stations, on-site holding tanks, pier or dock modifications, signs, permits and other miscellaneous equipment needed for a complete and efficient station. Pennsylvania Department of Environmental Protection (DEP) Cooking in Healthy Electrified Commercial Kitchens: Education and Rebate Program for Schools and Nonprofits – Simply listen to one of the recorded webinars, and then apply for a rebate on a variety of types of equipment to make your commercial kitchen a healthier and more environmentally friendly place. Pennsylvania Department of Environmental Protection (DEP) Act 190, Chapter 2 – Act 190, Chapter 2, Household Hazardous Waste Collection Grant – Provides reimbursement to registered sponsors of collection programs for household hazardous waste, electronics, and tires (but not tire pile cleanups). Reimbursement available for up to 50 percent of eligible costs. Eligible costs typically include collection, transportation and management of the wastes plus education programs. Deadline: Open. Pennsylvania Department of Agriculture (DOA) Resource Enhancement & Protection Program (REAP) – REAP is a first-come, first-served program that enables farmers, businesses, and landowners to earn PA income tax credits to offset the cost of implementing conservation practices. Tax credits provided by the REAP program helps farmers off-set the costs of implementing best management practices (BMPs) that benefit their farms and work to protect water quality at the same time. Pennsylvania Council of Arts Creative Sector Flex Fund – The Flex Fund provides support to eligible applicants that provide consistent annual levels of artistic programming and/or arts services in Pennsylvania. One application per applicant per year may be submitted. Eligible uses of grant funds include but are not limited to operating or programming expenditures.
