Pennsylvania Grant Programs
Pennsylvania Historical & Museum Commission (PHMC) Cultural and Historical Support Grant Program – PHMC intends to award up to $2 million in grants to qualified museums and official county historical societies under the Cultural and Historical Support program. This grant program uses funds placed in PHMC’s operating budget by the state legislature and is restricted for this purpose only. Deadline: November 7, 2023. Click here for more information.
Pennsylvania Department of Military and Veterans Affairs Veterans’ Trust Fund Grant Program – Grants to Veterans’ service organizations (VSOs) with 501(c)(19) status under the Internal Revenue Code and non-profit organizations with 501(c)(3) status under the Internal Revenue Code that have a mission of serving Pennsylvania veterans. Funding priorities for the 2023-24 grant year are programs that address transportation services, food insecurity, housing insecurity, behavior health/mental health or suicide prevention, and legal assistance. Pennsylvania Department of Community & Economic Development (DCED) Strategic Investments to Enhance Sites Program (PA SITES) – This program was established to provide grant funding to eligible applicants to develop competitive sites for businesses to relocate or expand within the Commonwealth. Open to municipalities, economic development organizations, redevelopment authorities, municipal authorities and industrial development agencies. Deadline: November 8, 2023. Pennsylvania Department of Labor & Industry (L&I) Veterans Employment Program Grant – L&I will award approximately $800,000 in funding for the Veterans Employment Program (VEP). Grants will be up to $200,000. One grant will be awarded to the top-scoring applicant who proposes serving only Delaware County. The other awards will be awarded to service delivery areas across the Commonwealth based on availability of funds, competitive scoring, and priority. Deadline: November 15, 2023. Pennsylvania Department of Environmental Protection (DEP) Environmental Education Grants – This program welcomes applications for the development of innovative formal and non-formal environmental education projects that: 1) Address grant program priorities; 2) Provide opportunities to expand the public’s understanding of Pennsylvania’s environmental issues; and 3) Develop skills required to make informed decisions and take responsible action on behalf of the environment. Pennsylvania Commission on Crime and Delinquency (PCCD) 2023 Law Enforcement Recruitment & Messaging Campaign – The goal of this initiative is to improve public perceptions of law enforcement and increase recruitment and retention of officers, resulting in greater community safety. Under this initiative, the applicant agency must represent the interests of Pennsylvania law enforcement officers and demonstrate the ability to promote the law enforcement profession and community in Pennsylvania. Pennsylvania Department of Community and Economic Development Statewide Local Share Account (LSA) – Grants for projects that improve the quality of life of citizens throughout Pennsylvania’s communities. Projects must be owned and maintained by an eligible applicant or a nonprofit organization. Eligible applicants include Pennsylvania counties, municipalities, municipal authorities, economic development agencies and redevelopment authorities. Deadline: November 30, 2023. Pennsylvania Department of Revenue Infrastructure and Facilities Improvement Program – This grant program provides funding to certain issuers of debt in order to assist with payment of debt service. Grants range from $200,000 a year for 10 years to $1 million per year for 20 years. Deadline: December 1 for project users with a valid federal extension. Click here for more information.
Pennsylvania Council On The Arts Creative Communities Initiative – This program provides multi-year funding for place-based, community-driven, arts-based projects that serve as catalysts for social cohesion, livability, and community and economic development. Commonly referred to as creative placemaking, these projects are rooted in deep community engagement and authentically engage artists, culture bearers, designers, and community members through conversation, cultivation, and creation activities to address community needs, challenges, and opportunities. Pennsylvania Department of Environmental Protection (DEP) AML/AMD Grant Program – Eligible applicants can receive a grant through the AML/AMD Grant Program to reclaim or enhance AML sites that pose a threat to the environment and/or public health and safety, as specified in SMCRA. Sites must be determined eligible by BAMR, entered into both DEP’s and OSMRE’s AML inventory systems, and, in most cases, associated with a coal mine that was abandoned prior to August 3, 1977. Pennsylvania Department of Environmental Protection (DEP) Alternative Fuels Incentive Grants – This program has approximately $3 million in funding available to school districts, municipalities, nonprofit organizations, and businesses in Pennsylvania that want to transition to cleaner fuel transportation. Pennsylvania Fish and Boat Commission Boating Facility Grant Program – Grants for the planning, acquisition, development, expansion and rehabilitation of public boating facilities located on the waters of the Commonwealth. The goal of the program is to ensure Pennsylvania’s recreational boaters have the highest quality boating facilities. Deadline: December 30, 2023. Click here for more information.
Pennsylvania Fish and Boat Commission Pumpout Grant Program – Grants for the reimbursement of up to 75% of the cost of the installation of pumpout and dump stations that are open to the general boating public. This includes the cost of new equipment, or the renovation or upgrading of existing equipment, as well as necessary pumps, piping, fitting, lift stations, on-site holding tanks, pier or dock modifications, signs, permits and other miscellaneous equipment needed for a complete and efficient station. Pennsylvania Department of Environmental Protection (DEP) Cooking in Healthy Electrified Commercial Kitchens: Education and Rebate Program for Schools and Nonprofits – Rebates available on a variety of equipment to make commercial kitchens a healthier and more environmentally friendly place. Applicants must view a webinar and then are eligible to apply for a rebate of up to $8,500 on efficiency or electrification improvements to commercial kitchens. Deadline: December 31, 2023. Pennsylvania Housing Finance Agency (PHFA) Housing Options Grant Program – Funds for non-profits or private developers for projects that help continue affordable housing production in the Commonwealth. Deadline: All grants should be awarded no later than December 31, 2024. Click here for more information.
Pennsylvania Department of Community & Economic Development (DCED) Foundations in Industry Training – This program offers assistance to registered apprenticeship programs throughout Pennsylvania. The program’s goals are to increase apprenticeship availability to employers in the Commonwealth to assist with talent recruitment and development. The apprenticeship program must be registered with the Pennsylvania Department of Labor and Industry’s (L&I) Apprenticeship and Training Office (ATO) and evidenced by a certificate of registration. Eligible uses of funds are expenses related to instruction that complements on-the-job training, delivering the technical and academic competencies that apply to the job. Deadline: Applications will be accepted and evaluated on an ongoing basis with awards made to eligible applicants for as long as funds are available.
