Legislative Update
On Thursday, April 2, the Iowa House and Senate leadership determined that the 2020 legislative session will continue to be suspended until at least April 30, following the recommendation of the Governor that schools remain closed until April 30 (summary of the Governor’s recommendations). The Legislative Council will meet next week by teleconference to formalize the extension.
Executive Update
On Thursday, Governor Reynolds signed a sixth Emergency Disaster Proclamation. The proclamation orders the closure of schools, waiving instructional time requirements, until April 30. Additional orders continued until April 30:
- Closure orders
- Limiting social gatherings of more than ten people until and peace officers are authorized to assist with enforcement
- All nonessential and elective surgeries are put on hold in order to conserve necessary personal protective equipment (PPE) during this crucial time
- A number of other previously granted regulatory relief measures (from proclamations I-V) are included in this proclamation and extended as well
Some new provisions have been incorporated in this proclamation, a complete summary of those provisions is highlighted here. Other updates:
- Groups of parked vehicles are excluded from definition of ‘mass gathering’
- Livestock auctions, no more than 25 people present in person (persons in parked vehicles do not count as people present in person)
- Peace officers in the state can assist with enforcement of mass gatherings
- Provisions related to trauma care facilities, relaxes data reporting requirements and education requirements for trauma team members
- Authorizes the practice of therapeutic substitution with Board of Pharmacy guidance
- Provisions related to nursing education programs, relaxes clinical hour through simulation activities requirement with Nursing Board guidance
- Provisions related to dental cardiopulmonary resuscitation, relaxes requirement to attest to current certification in cardiopulmonary resuscitation
- Authorizes Board of Pharmacy to grant emergency pharmacy licenses
- Provisions related to plumbing/mechanical system professionals, relaxes examination requirements for new applications
- Provisions related to applicators:
- Applicators can provide pesticides, if they are under direct supervision of certified applicators
- Person may engage in the business of applying pesticides with non-restricted general use pesticides indoors and for the sole purpose of disinfecting or sanitizing areas where humans live, work, and congregate
- Commercial applicator can apply pesticides to ag land if they meet the requirements of a private applicator (not applicable to aerial applicators)
